Probably not, as he has already developed a chronic medical condition. You have to buy this before you need it, not after.

Sorry, your friend will not qualify for health insurance because he/she is over 65 years old and already has the condition. Your friend can qualify for Medicare or other government programs.

Just last year I had to start searching for elder care options for my grand-dad in Washington. Since I reside in Wisconsin I had a hard time locating a list of elder care and nursing home resources. I found a web site with a useful listing of elder care facilities in many Washington cities. I was able to call them and ask questions about how they care for residents, what the costs are, and how much supoport they provide. Maybe you can find someone willing to help out with your questions and personal situation.
